U.N. Convention on the Rights of Persons with Disabilities 

In 2010, Canada ratified the UN Convention on the Rights of Persons with Disabilities. Article 19 recognizes that: Persons with disabilities have the opportunity to choose their place of residence and where and with whom they live on an equal basis with others and are not obliged to live in a particular living arrangement; Persons with disabilities have access to a range of in-home, residential and other community support services, including personal assistance necessary to support living and inclusion in the community, and to prevent isolation or segregation from the community.   Click here to download.

Individualized Funding: A Framework for Effective Implementation

Written by a team of committed leaders from across the country, this paper is respected as a ‘national framework for individualized funding’ in Canada.  A quote from the paper follows:
“This paper was written to help  families, government and people with disabilities understand what Individualized Funding is, and what we need to do to make it work.  In March, 2010, Canada signed a paper called the Convention on the Rights of Persons with Disabilities.  The paper says that people with disabilities:  Are worthy of respect (when someone is ‘worthy’ that means they deserve the same respect as any other person). Community Engagement, A Necessary Condition for Self-Determination and Individual Funding – by John  O’Brien 

Summary from the paper: “This paper is based on a meeting of the Community Engagement Working Group held in Pickering, Ontario on 25 March 1999. Family members, service workers, and people with disabilities concerned about building a strong foundation for community living in Ontario make up the working group. I am grateful to members of this group for their insight into the work that must be done to make giving people with disabilities and their families control of adequate individual budgets more than a band-aid solution. This paper reflects their thinking. Judith Snow, a member of the working group, convened a discussion of an earlier version of this paper at the Toronto Summer Institute on Inclusion and Community in July 1999.
